Analyzing Producer Preferences for Counter-Cyclical Government Payments AgEcon

A dynamic-stochastic model is developed to evaluate preferences among alternative countercyclical payment programs for representative farms producing corn or soybeans in Iowa and cotton or soybeans in Mississippi. Countercyclical payment programs are found to not necessarily be preferred to fixed payment programs.

The National Corn Growers Association Public Policy Team’s Base Revenue Projection Program (BRP) and the Revenue Countercyclical Program (RCCP) were analyzed. The analysis was done for corn using the BRP-RCCP calculator, as developed by the National Corn Growers Association. Three representative counties (Richland, Barnes and Foster) were chosen in North Dakota. Historic and projected data were used to analyze 2002 to 2010 crop years. A comparison of the BRP-RCCP programs to the current farm program was done. For 2002 to 2005, Barnes County would have received more total payments under the BRP-RCCP program than with the current farm program. The gain would have been $24.12 per acre during the four years. Economic Aspects of Revenue-Based Commodity Support AgEcon

Interest in revenue-based commodity support is evident in the Food, Conservation and Energy Act of 2008 (the 2008 Farm Bill), which gives eligible producers the option of participating in the Average Crop Revenue Election (ACRE) program in return for reductions and eliminations of payments under more traditional programs. This report examines how the uncertainty in U.S. domestic commodity support payments for corn may differ between traditional-style approaches (defined as price-based payments plus yield-based disaster payments) to support and two revenue-based support scenarios.
